Certain detergents contain 'brighteners' that cancel the (bleaching) effects of the chlorine in city drinking water. Cut a strip of dyed colored cloth in two. Place one strip in a dish with a mixture of chlorine bleach and water and the other strip in a similar dish of bleach and water with vinegar added. Notice any difference in color change.
